She is not just anybody. She is the appointed, PREFECT of a dicastery. Prior to her all prior Prefects of this dicastery were CARDINALS. So, if Vatican-lingo this a cardinalate-dicastery.

So, it is possible that the Dean did invite her, intentionally, to attend given her standing and role.

Nothing wrong with her attending.

She probably couldn't stay for the duration.

But General Congregations are not conclaves. There are Non-Cardinals at conclaves & at least TWO FEMALES have attended conclaves! Check my books. SMILE.

So, don't assume this was an accident. It might have been intentional, though it appears she was 'wrongly' addressed, i.e., as a male Prefect as opposed to a female.
